Commonly attributed to Mark Twain, although there is no supporting evidence, nor speculation about whose funeral he approved of. The basic joke is derived from a quote by the Honorable Ebenezer Rockwood Hoar. When he was asked if he planned on attending the funeral of an abolitionist Wendell Phillips: "No'" he replied "but I do approve." Lol, there are so many jokes to be made about that Hoar's name.
